Here is a sketch for a meeting for you to set your OKR for the quarter ahead.

1. Before the Meeting

Each of your senior leaders should canvas their departmental teams for their suggestions on the focus for the business for the next quarter. They might be reminded of the agency's vision, mission and values, and any annual OKRs, if you've set one/some. The people in their teams are closest to the action — they'll have a strong sense of where the focus would be best put.
